About the Pre-conference Workshop

In recent years, Population Health Management (PHM) has gained significant momentum internationally. PHM and integrated care share many principles and approaches, while also differing in important ways. Building on this growing interest, a dedicated pre-conference on Population Health Management will be held alongside the International Conference on Integrated Care (ICIC) 2026 in Birmingham.

This pre-conference builds on a series of PHM-focused workshops held at recent ICIC conferences, which have contributed to a jointly authored paper that has recently been submitted for publication. It represents a natural next step in bringing together people working on PHM across policy, practice, and research.

The main purpose of the pre-conference is to support the formation of an international network of ICIC participants with an interest in Population Health Management. The network will aim to share knowledge and experience of implementing PHM across different health and care systems worldwide.

The target group for the network includes policy makers, practitioners, and researchers. The intention is to foster cross-country and cross-stakeholder collaboration, enabling participants to learn from one another’s efforts to implement PHM and to explore solutions to common challenges. These challenges may arise at national, regional, or local level, and may relate to geographically defined or condition-specific populations.

The pre-conference is designed as a highly interactive learning and networking space. Participants will have the opportunity to get to know one another, exchange ideas, and learn from diverse international perspectives.

Following a short introduction, the programme will include three parallel sessions focusing on recent developments in PHM at policy, practice, and research level. After the tea break, participants will work together to design Population Health Management approaches for specific challenges, using the WHO PHM cycle as a guiding framework.

Participants will be invited to identify key population health challenges they would like to explore in small groups. Each group will focus on a specific health issue affecting a defined population. Drawing on their own experience, participants will contribute to different stages of the WHO PHM cycle, as well as to the enabling conditions identified in the PHM Maturity Index.

Through three structured rounds of work, focused on inventorisation, classification and synthesis, each group will co-produce a cross-country Population Health Management proposal addressing the identified population challenge.

The pre-conference will conclude with a voluntary informal gathering for drinks and dinner at a local venue (at participants’ own cost).

The pre-conference is organised jointly by Leiden University and the University of Birmingham. These institutions have recently launched a new jointly delivered master’s programme in Population Health Management. Students from the programme will support the delivery of the pre-conference.

Participants attending ICIC 2026 in Birmingham who wish to become part of a new IFIC network of Population Health Management experts are warmly invited to sign up for this initiative.
