Welcoming New Members to the IFIC Board

Their appointments followed a rigorous open application and interview process conducted earlier this year, designed to strengthen the Board’s international perspective and depth of expertise. All three formally joined the Board in September and have now completed a full induction into IFIC’s governance, mission, and strategic priorities.

Each brings complementary experience rooted in different health systems, disciplines, and professional roles.

Dr Ng Yeuk Fan is a Singaporean public health physician and health systems innovator with more than two decades of experience in integrated care, population health, and system transformation. As Director of Corporate Development at Khoo Teck Puat Hospital and Yishun Community Hospital within Singapore’s National Healthcare Group, he has led the design of whole-of-system approaches that align population needs, care delivery, and performance. His work bridges systems thinking, practical design, and human-centred care, with a growing focus on how artificial intelligence can support system learning and improvement.

Diana Vilela Breda is a senior healthcare executive from Portugal with a strong background in hospital management, mental health policy, and integrated care innovation. She has held leadership roles within Coimbra University Hospital and has worked at national and European level, including advisory roles and engagement with European Reference Networks. Her work reflects a consistent focus on person-centred pathways, community partnerships, age-friendly services, and the values that underpin integrated care in practice.

Professor Hein Raat is Emeritus Professor of Public Health at Erasmus Medical Center in the Netherlands and a BIG-registered public health physician. Alongside his academic career, he continues to work in preventive youth health services and as a clinical trainer for public health physicians. He has led multiple European research projects and authored more than 250 scientific publications. His expertise includes health inequalities, integrated health and social care, digital health applications, and the use of patient-reported outcome measures to strengthen shared decision-making and evaluation.

Together, these appointments strengthen the IFIC Board’s collective expertise across system design, policy, research, and frontline public health practice. They also reflect IFIC’s continued commitment to international learning and thoughtful governance grounded in real-world experience.
