Biography
Dr Ng Yeuk Fan is a Singaporean public health physician and systemic health systems innovator with over two decades of leadership in integrated care, population health, and health systems transformation. He brings to the IFIC Board deep expertise in systemic design, systems thinking, and complexity management—advancing integrated care models that are technically robust and humanistically grounded.
As Director of Corporate Development at Khoo Teck Puat Hospital & Yishun Community Hospital (National Healthcare Group, Singapore), Dr Ng designed the Unified Care Model, a whole-of-system framework aligning population segmentation, integrated care operations, and value-based care and health systems performance. His work has informed national strategies and global conversations on integrated care through keynote roles at international conferences, and leadership in practice-research such as the Health System Transformation Playbook. Dr Ng also explores the intersection of artificial intelligence and integrated care, pioneering educational initiatives and custom GPT tools to augment system learning, service planning, and care transformation.
Dr Ng serves as Associate Professor at Saw Swee Hock School of Public Health at the National University of Singapore and is Senior Consultant and Core Faculty for the National Preventive Medicine Residency Program at the National University Health System, Singapore, where he shapes future leaders in integrated care and public health. His teaching and consultancy spans Asia and Europe.
His personal philosophy integrates love, power, and justice into systemic change, championing “the AND approach”—transcending dichotomies and enabling interventions that uplift the whole. He believes truly integrated care emerges when we unify method and meaning, content and process, head and heart.
"Integrated care is a way of seeing, a way of believing. When every person matters, every part connects, and every system can be transformed with purpose, only then does deep integration begin – forging meaning, reinforcing identities, helping people to celebrate the joy in life."
